RECAP: ULA 3 Years In. (Audio recording)
Last fall, Hollywood 4WRD hosted a Hollywood 4WRD Learning Series event at Barnsdall Gallery Theatre. Housing policy leaders engaged in a thoughtful discussion of Measure ULA - the so-called "Mansion Tax".
The conversation tackled both the promise and the growing pains of one of LA’s boldest housing finance measures. It was lively, candid, and deeply informed — a credit to civil discourse in a time when we too often hear only the extremes.
Enacted in April 2023, Measure ULA levied a 4% tax on property sales between $5 million and $10 million, and 5.5% on sales above $10 million. It generated unprecedented municipal revenue for affordable housing and homelessness prevention — but also raised tough questions about slowed housing production, transparency in spending, and ripple effects across the real-estate market.
